The short answer
What is CLTV and why does it matter?
CLTV is combined loan-to-value: every loan secured by the property divided by its value. A first mortgage plus a HELOC are underwritten together, so CLTV — not the first mortgage alone — governs whether you qualify and at what price. Most programs cap CLTV around 80-90%.
